Here is what is recommended for playing a VCD on a PC:A fast video card. Either you get a fast 2D card, 3D card with MPEG support, or a hardware Mpeg Card. If you go for the hardware MPEG card, you don't need anything else.
If you decide for the graphics card, I would recommend at least a Pentium for CD-quality sound. Also, you should at least get a Sound Blaster 16 or Awe 32 for the best sound.
At least a 6x CD-rom drive is also needed if you want to play the videos smoothly and in full screen.
Software: Usually, the graphics cards come with a software MPEG player, but I have noticed that most of the programs weren't made for VCDs. A good one, is XingMPEG Player. Microsoft Windows "96" has ActiveMovie. Also, since the XingMPEG player supports VCDs, you can have it play the VCD from track 1 all the way to the end. It also allows you to do other things.
